Job Purpose:
Provide advice to procurement management in all areas related to procurement of goods
and services. Includes planning and monitoring of procurement activities; participating in
determining procurement policies, programs and preparing detailed procedures to ensure timely
completion of related activities and resource optimization.
Key Responsibilities:
- Advises supply
management on contracting strategy as applicable to procurement.
- Develops the terms of contract
documents for the supply of special materials/goods/services.
- Recommends/determines appropriate
strategies for purchasing long-lead and strategic items, critical equipment and other key/bulk
items.
- Develops criteria for determining whether items are to be included in the stock or price
agreement and set guidelines for establishing optimal stock levels for various stock items.
- Advises supply management on all aspects of major procurement contracts. Includes selecting
contract terms and conditions; reviewing tender documents; bid evaluation; investigating and
negotiating claims. Develops contract control procedures.
- Ensure that expediting and shipping
units serve as chain links to complete the loop with procurement staff, in order to meet the
production/manufacturing deadlines and milestones.
- Serve as an operational and technical resource
to all of procurement staff in the communication and resolution of purchasing systems issues;
negotiate successful resolution to problems or concerns; educate them about processes and
procedures.
